Panchkula, Haryana:
In a decisive and mission-driven crackdown against the surge in cybercrime, the Haryana Police have achieved a remarkable milestone by recording an average of 22 cybercrime-related arrests every day, a sharp increase from the 14 daily arrests reported in 2024.

The data was presented by senior IPS officer Sibash Kabiraj, Inspector General of Police (Cyber) and Commissioner of Police, Panchkula, during a state-level cyber awareness and training session at Government Post Graduate College, Sector-1, Panchkula.

Key Achievements Since September 2023

According to Kabiraj, the state has made significant strides in tackling cyber threats:

  • 3.43 lakh fake accounts blocked, disrupting fraudulent networks.

  • 50+ bank officials arrested for their role in cyber-enabled scams.

  • Recovery rate of defrauded money improved from 8% (2023) to 46% (August 2025).

  • The Mobile Blocking Unit deactivated 1.24 lakh fake SIM cards in 2024 alone.

Strengthening the Cyber Helpline

Under the leadership of DGP Shatrujeet Kapoor, the 1930 Cyber Helpline has been massively upgraded:

  • Staff strength increased from 12 to 70.

  • Terminals expanded from 6 to 54.

  • Full integration with the Dial-112 emergency response system.

  • Deployment of 16 nodal officers from 11 leading banks for real-time coordination.

Tackling Emerging Digital Threats

Kabiraj emphasized that India’s rapidly expanding digital ecosystem—spanning education, commerce, governance, and communication—has also increased vulnerabilities. The most pressing cyber threats include:

  • Phishing scams

  • OTP frauds

  • Digital arrest scams

  • Honeytraps

  • Social media account hacking

  • Misinformation campaigns

The Haryana Police have adopted a mission-mode approach to combat these challenges head-on.

National Recognition

The state’s consistent efforts have earned prestigious national recognition:

  • On September 10, 2024, Haryana Police was awarded the top rank in India for cybercrime prevention and helpline operations by the Union Home Minister.

  • On Independence Day 2025, Sibash Kabiraj was honoured with the President’s Police Medal for his outstanding contributions to cyber policing.

Community Awareness Initiatives

The awareness session in Panchkula included:

  • A short film on cyber safety.

  • A street play titled “Freedom from Cyber Crime”, highlighting dangers of KYC frauds, honeytraps, and digital arrest scams.

  • Interactive activities such as quizzes and poster-making competitions, with enthusiastic participation from students.
