According to the GR, during the first year, hiring will be done externally through contractual mechanisms or qualified system integrators.  It is anticipated that 20% of the workforce will be regularized each year during the following five years. The decision was made after the Sub-Committee of the Finance Department approved it at its meeting on June 20, 2025.
